Cleaning

Has anyone tried going out and cleaned gutter or sewer drains of clutter while it's some form of wetness outside? I've thought of doing this around my area, not only to try cleaning the neighborhood, but also enjoy slowly getting my clothes wet. Weird looks and odd behavior, is sure to be found.
